Jeff Davis is Associate Counsel for Safety Net Hospitals for Pharmaceutical Access (SNHPA).  Mr. Davis works closely with SNHPA’s General Counsel, Director of Legal and Regulatory Affairs and Director of Government Relations on legislative and regulatory advocacy in the areas of health policy and drug pricing.  He provides technical assistance to SNHPA members on matters relating to the 340B program and offers legal support to SNHPA staff’s advocacy efforts.  Mr. Davis also keeps SNHPA members informed of issues and developments relevant to the 340B and Medicare Part D prescription drugs programs and pharmaceutical manufacturer patient assistance programs.    

Before joining SNHPA, Mr. Davis served as a legislative assistant to U.S. Rep. Shelley Berkley from Nevada.  He advised Rep. Berkley on all health care issues and health-related legislation arising out of the House Ways and Means Committee.  Mr. Davis partnered with Nevada health care providers to promote increased Medicare funding for physicians, hospitals, nursing homes, acute care and long-term care facilities, and other providers.  He staffed Rep. Berkley at full Ways and Means Committee hearings and Health Subcommittee hearings.  Mr. Davis also drafted legislation on tax-related issues that Rep. Berkley introduced and stewarded through the Ways and Means Committee.      

Mr. Davis received bachelor’s degrees in journalism as well as government and politics magna cum laude from the University of Maryland and his law degree from Boston University School of Law, where he was Managing Editor of the BU Law Public Interest Law Journal.  He is a member of the Maryland Bar.
